Export file

To collect the tender as a file — the same file the Export menu in Mercura, a FILE webhook and the SFTP outbox produce — name the format:

format is x83, x84, x94, p94, csv, excel, pdf, or custom:<id> for one of your organisation's custom exporters. The response is the file itself; Content-Type and the Content-Disposition filename follow the format. A format this tender cannot be rendered in is a 422; a passing rendering failure is a 503 (retry). Typical pull loop: read the completion feed, then fetch each tender's file.

Note. /tenders reflects the request's current state: it returns one row per tender, not one row per historical export event. A re-exported tender reappears in the feed (via a refreshed completed_at) rather than accumulating separate rows.
